It's perfectly legal. Hacks isn't the term I'd use to describe what they do; it's more like modifying, or enhancing.

I think it's that hacks (White hatters) are legal
and cracks (Black hatters) are illegal

Yet the terms are often mixed up nowadays...

They're basically NEARLY the same thing, it's just WHAT they do after they hack/crack
