haunted tower skull puzzle

i'm stuck with the skull puzzle in the haunted tower, any help will be greatly appreciated, please be specific.

First you need to get the as many rooms empty on the up-and-down side. When you have all that you can get,,,,,,,it is usually three. Go down to the bottom, far corner and see how far up you can go. The next to the last bottom row is usually the one you have to mess with to get the last empty room. Once you have the empty rooms going up and down, then you can turn the wheels to make them go to the opposite side of the rows......the one by the door that needs a key. That seems to be the only way to get that one figured out. A little trial and error is the only thing that seems to work. It is not like the puzzle with the fuses....it had a certain way to set them. I hope I have been some help.
