About the skull puzzle...You have to get all the ones in the first column blank first. Toggle the wheels on the left, first, until 3 are clear. Then go down and toggle the first one one the right, nearest to the 'save the game' thing, I think twice. Then go up and fiddle with the one that needs to be fixed. Just remember that each toggle goes in cycles of four.
After you get the first column blank, go get the pants. Go back to the four outside toggles and hit them each 9 times. (This may be overkill, but it is how I did it and then you don't have to keep walking back and forth!) The last column will now be blank, giving you a free path. You WILL need the ghost killer here, though!
