Well, basically... but it's more like an 'exploit' - a way you can kind of cheat the system that wasn't intended, but doesn't really break anything. There's another abnormal use for the hot pants which makes them extremely useful in battling some (most?) bosses.

You know Under the lake?Theres a way you can get through without pressing a swith.No its not a badge.But it it an item.Itsthe hot pants!You just slip em on and be sure you have alot of hearts and you can just slip right through!

Nope, that's their standard purpose. There's another semi-sneaky one (besides being able to run fast).
