You must collect all the busts, there is one with each Elder and one on each floor. Once you have hunted down these you need to get the the fourth floor, through the central part of the floor not the four towers to the corners. Have you found the Grand Ballroom? If so, go through that and you will find the Last Gate. You will need the three special keys to do this and if you don't have them I'd just leave the castle right now and search the land for those keys first.
