I'm not a good puzzle solver

The 'bars' are scrambled up. I found out how to do it with a paint program and unscrambling them, but if you can't do that, try printing the picture out, take scissors, cut, and rearrange them until you get the answer!

It has to do with rearranging the bars, but I didn't need to. I just looked at the letters for a few seconds and :idea: got it.
