Yeah, I got the message too. I can look up the second part, but for the first part I need to know: to which country/state is the question-setter referring?

And then I need to figure out where and how to apply the co-ordinates!

I've the same problem as everyone else did - I got the whole message (and this level seems to be a blatant rip-off of one level in Weffriddles (http://www.weffriddles.com)), but I have no clue what to do with it.

I'd like some help from square one. "555" reminds me of the fake area code listing directors add in to avoid actually using a REAL number.

All right, well, for one thing, focus on the top of the image. Figure out what it's a picture of. If you don't, there's no way you'll get what the numbers refer to - unless you've played far enough into Weffriddles - beating level 10 helps and beating 54.3 gives it away. Whether Jamul intended it or not, he used the exact same cipher (can we really call it that?) as Weff.

Okay, I figured out what refers to what, in regards to the phone. Problem is, more than one refers to two, three, etc. Should I just mess around 'til I find the answer?

If you're getting multiple possibilities for each letter, then you're doing the cipher wrong. There's a reason that the digits are found in groups of no more than 4 (and even then that's only for one digit).
