I think it's definately 2, but placed somewhere between a 3 and a 4(closer to 3 than 4 though)
I don't really like the graphics since they seem kind of blotchy like they could be smoothed out a little. However, I'm not sure what kind of colors and stuff you're limited too, so maybe you can't have better.

Fixing the stuff that looks like inverted colors might help.

For the grass around the grave, the stuff right under the grave is a light happy green, but the rest is yellowy and unhealthy looking. Switch one of those to match the other, either way.

Then on the line between the sky and the grass, it's just to flat and solid. Maybe consider putting grass blades up there, or put the wall of the cemetary up there, just something to break the solid line between the grass and the sky.

I don't see the problem people have with that cover. It looks a lot better than any Atari 2600 game I've ever seen.

Perhaps, I haven't seen many Atari covers in my day. I wasn't trying to judge it for being old looking and pixely
Like I said, I think it's really cool. I just gave my feedback on how I thought it might be better...

Now that I look at it more, maybe 'mirror' the window on the left to the window on the right, just flip it's direction so that the grey-ish bar on the outer edge gets put on the inner edge instead, to match the other side.
I like my symmetry.
