What voice editor did Jamul use to create the sounds for the monsters?

Although it's probably only partially accurate as to how he develops games now, it contains what you're looking for and a bit more too. I believe there's also some pitch manipulation going on inside the code for certain games that way he can recycle the same sound clip multiple times for the same monster and still have a bit of variety in how a given monster sounds.
